1. General information
These terms govern the use of “Mateo”, an automated public information service provided by the Vega de San Mateo Town Council via WhatsApp at +34 614 012 335 and through this website.

2. What it is and what it is not
Mateo automatically answers questions about municipal services, opening times, phone numbers and locations, events and news, guidance on procedures, and information on the municipal website and other official portals.
Writing to Mateo is not a formal registration or an e-office. It does not submit applications, complaints, claims or appeals, start procedures, or stop or extend administrative deadlines.

Mateo cannot look up individual case files, verify payments or provide specialist legal, medical or technical advice.
3. Personal data
The Town Council processes your data with your consent, solely to answer your questions, and keeps conversations for a maximum of 30 days. You can withdraw your consent at any time using /retirar and exercise your rights using /datos and /borrar, through the e-office or by writing to dpo@vegadesanmateo.es.
The following data processors are involved: WIDI (Spain), Dinahosting (Spain), Meta Platforms Ireland / WhatsApp, OpenAI and ElevenLabs. Full details — purposes, retention periods, international transfers and your rights — are in the privacy policy.
4. Value of the information
The information Mateo provides is for guidance only. If there is any discrepancy, the official publication of the Town Council takes precedence (e-office, Provincial Official Gazette (Boletín Oficial de la Provincia), noticeboard).
Before making a decision about deadlines, requirements or payments, check the information in those sources. The service may be temporarily unavailable due to maintenance, technical issues or improvements.
5. Appropriate use
- Do not send health data, other specially sensitive data or identity documents.
- Children under 14 need permission from their mother, father or guardian.
- Do not use the service for unlawful purposes, to send offensive content or to try to disrupt its operation.
6. Artificial intelligence
Mateo is an artificial intelligence system, not a person, and users are informed of this (Article 50 of Regulation (EU) 2024/1689). Responses are generated automatically and may contain errors or omit nuances. Mateo does not make decisions that have legal effects on you or create profiles.
7. Intellectual property
Municipal content, the coat of arms and the institutional image belong to Vega de San Mateo Town Council. The software is developed by WIDI on behalf of the Town Council. Use of the service does not grant any rights to this content or software.
8. Changes to these terms
These terms may be updated when the service is improved or regulations change. The current version is always the one published on this page, with its date. If a change affects the processing of your data, you will be asked to give consent again when necessary.
